NC Alumna Jocelyn Yow Named Executive Director of Woodcraft Rangers

Norco College alumna and Eastvale Mayor Jocelyn Yow has been named executive director of Woodcraft Rangers’ newly established Inland Empire office, where she will lead the organization’s expansion of youth development programs throughout the region.

Yow’s leadership journey began at Norco College after she and her family moved to Eastvale in 2011. While a student, she became the college’s youngest student body president, participated in the Honors Program, and joined Alpha Gamma Sigma. She earned her associate degree in Social and Behavioral Sciences in 2014 before transferring to the University of California, Berkeley.

Her connection to Norco College has continued well beyond graduation. Yow, who was named Norco College’s 2019 Alumna of the Year, currently serves as an adjunct faculty member. She and her family have also established a scholarship supporting high-achieving Norco College students with financial need.

Founded in 1922, Woodcraft Rangers is a Southern California nonprofit dedicated to helping young people explore pathways to purposeful lives. The organization serves more than 30,000 young people annually through before-school, after-school, and summer learning programs in partnership with more than 150 schools. Its programs include STEM, arts, physical wellness, literacy, social-emotional learning, and youth leadership. The establishment of its Inland Empire office expands the organization’s reach into the region and builds on its longstanding work serving young people across Southern California.

Yow brings more than a decade of experience in civic leadership, youth advocacy, and public service to her new role. In addition to serving as mayor of Eastvale, she founded Civic Rising in 2025 to expand access to civics education for students throughout the Inland Empire and previously served in leadership roles with IGNITE, the California State Senate, and the U.S. House of Representatives.

Through Woodcraft Rangers, Yow will help expand access to youth development opportunities for children and families across the Inland Empire.
