Eva serves as the project director of three Federal Department of Education Upward Bound Programs, which service Norte Vista High School, Centennial High School, and Corona High School. She is also an adjunct faculty member with the counseling department at Norco College. Previously, she worked for the TRiO Outreach Programs at the University of California, San Diego. Eva has 12 years of experience in managing, administering, and designing college support programs with social justice frameworks. She has dedicated her career to serving low-income and First Generation College bound students.
Eva is currently the Vice President of the Riverside Latino Network, an organization dedicated to addressing community issues affecting the Latino community in Riverside and surrounding areas. She is the Past-President of the Western Association of Opportunity in Personnel (WESTOP) Southern California Chapter. Eva has also served on the board of the Latina Leadership Network of the California Community Colleges.
Eva is passionate about promoting health and wellness in the community and in her profession. Eva enjoys teaching mindfulness practices and yoga to her students and colleagues. One her greatest passions is adventure and eco-tourism, she has traveled widely to more than 30 countries pursuing those experiences. She also enjoys hiking, camping, running, and being outdoors.
Miriam L. Carrillo

Miriam serves as the assistant director of three federally funded Upward Bound Programs. The programs service Centennial High School, Corona High School, and Norte Vista High School. Prior to working at Norco College, she devoted her knowledge and skills to the Upward Bound Program at Compton College for seven years; all while serving students from Compton, Long Beach, Lynwood and Paramount. Aside from working for TRIO programs that promote college access, Miriam has experience as a Life Skills Trainer with Foster Youth.
Miriam has served as the Norco Representative and secretary for the Management Leadership Association. She currently serves as the Fair Share Chair for the Western Association of Opportunity in Personnel (WESTOP) Southern California Chapter. Miriam is also an active member of the League of Women Voters, Los Angeles and participates in events to promote civic engagement.
When she is not working, Miriam enjoys spending time with family and friends.
Upward Bound Outreach Specialist (Norte Vista High School)
Claudia Garcia serves as the Upward Bound Outreach Specialist at Norte Vista High School. She is an alumnus of Norte Vista High School and is very proud to return to help students and give back to her community. She attended the University of California, Riverside and earned her Bachelor’s degree in Psychology. She earned her Master’s in School Counseling with a PPS credential from the University of Redlands.
Upward Bound Outreach Specialist (Centennial High School)
Gabriela Ramirez has over ten years of experience working with grants at Norco College. Currently, she supports the Upward Bound program at Centennial High School by providing academic and support services to first-generation college bound students. Gabriela holds an Associate Degree in Arts and Science from Norco College, a Bachelor of Arts in Liberal Studies from California Baptist University, and is currently pursuing a Master of Arts in English Composition at California State University San Bernardino.
Upward Bound Outreach Specialist (Corona High School)
Desiree Rivera serves as the Outreach Specialist for Corona High School Upward Bound. Desiree has earned her Bachelor of Science degree in Cultural Anthropology from the University of California, Riverside. She is currently pursuing her Master's degree in Counseling and Guidance from CSU, San Bernardino. Desiree is committed to diversity and activism in education and in the community. In her spare time, she enjoys playing soccer, hiking with her two adorable fur babies, and cooking new recipes. She also very much loves Beyoncé.
Administrative Assistant I
Victoria Orozco serves as an Administrative Assistant I for Upward Bound Programs at Norco College. Victoria holds an Associate’s Degree in Liberal Studies from San Bernardino Valley College, Bachelors of Science Degree in Child and Adolescent Development from California State University, Fullerton, and is currently attending a Masters of Counseling and Guidance from California State University, San Bernardino. Victoria is committed to student success and helping students achieve their goals. In her spare time, Victoria enjoys catching up on her favorite shows, riding her beach cruiser, and trying different desserts.
