Administration of Justice
Students begin their foundation coursework in criminal justice through our Administration of Justice program leading towards an Associate Degree for transfer, Associate Science Degree in Administration of Justice, a state Certificate in Crime Scene Investigation, employment, and/or continued education towards a graduate degree. Our Administration of Justice courses will guide students through the various components of our criminal justice system including law enforcement, courts, corrections, probation, parole, crime scene investigations, our juvenile justice system, constitutional rights, and safeguards, and criminal justice theory.
Within our program, we offer 17 different courses within six guided pathways to align students in one of many career choices within our legal system. We also offer honors courses in Law in American Society which includes 14 different areas of law besides criminal justice.

| Sigrid Williams, Ed.D., MPA
Dr. Williams is a retired police officer and has been a university and college professor since 2005. Dr. Williams has over 30 years of experience in the legal field and public safety. Her focus and specialties include foundational classes in criminal justice, crime scene investigation, and various categories of laws in American society. Dr. Williams holds four degrees, three teaching credentials, and certificates in Forensic Science, Basic Search and Rescue, and CERT.

Lt. Carpenter has been with Brea PD for over 30 years. He is currently the Investigations Bureau Commander, the Firearms Training Unit Commander, Threat Assessment Group Commander, and Terrorism Liaison Officer Coordinator. Lt. Carpenter is an instructor in Active Shooter, Citizens Academy, and CERT. He is certified by the Governor’s Office of Emergency Services (Cal OES) as a Terrorism and Homeland Security Specialist.

Liam Doyle began his career in law enforcement after the leaving the Navy where he held the position of Master At Arms. His law enforcement career included a variety of assignments in gangs, international terrorism, national security, homicide, probation, parole and internet crimes against children. He is currently assigned as a supervisor for a county-wide Internet Crimes Against Children task force. Mr. Doyle is an RCCD Alumni having earned an Associate Degree in Administration of Justice in 2009. He continued his education earning a BS degree in Business, and MBA and most recently a Doctorate in Education.
| Val Graham started his career in law enforcement in 1989 with the Riverside County Sheriff’s Dept. He lateralled to the Riverside Police Dept. in 1989 where he served his community for over 30 years. Mr. Graham was a field training officer, worked as a gang investigator, and promoted through the ranks until he became a lieutenant. Mr. Graham retired in 2019 and began teaching for the district in our ADJ program.

Mike Leese has been a police officer just shy of 20 years for LAPD. He has worked a variety of assignments including gangs, narcotics, and undercover vice. He is currently in his 2nd year of his doctorate program at USC in Educational Leadership. He has taught a variety of career technical education (CTE) courses in Public Safety and Forensic Science through Regional Occupation Programs (ROP).
| Monishia “Moe” Miller is a criminal justice scholar and childhood adversity expert. For more than 25 years, she has worked in the juvenile justice system as a corrections counselor, youth advocate, restorative justice practitioner, and community service liaison. Her work aims to bring awareness to the issues surrounding social inequality and (in)justice on Black/African American youth in school, community, and justice systems. Her research includes racism, trauma, violence, and the effects on the community, mental health, and criminal behavior.
| Lynsey Walker has worked for the City of Corona Police Department for the last twenty-one years. She has over 16 years of experience in the field of forensics and holds the current title of Forensic Technician. Her focus and specialties include providing students with a real-world experience of forensics related to law enforcement. This experience includes crime scene investigation, case reviews, current technology and a series of other topics related to forensics and criminalistics.
