AB 540: Any student, other than a nonimmigrant alien, who meets all of the following requirements, shall be exempt from paying nonresident tuition at the California Community Colleges, the California State University and the University of California (all public colleges and universities in California). - The student must have attended a high school (public or private) in California for three or more years.
- The student must have graduated from a California high school or attained the equivalent prior to the start of the term (for example, passing the GED or California High School Proficiency exam).
- An alien student who is without lawful immigration status must file an affidavit with the college or university stating that he or she has filed an application to legalize his or her immigration status, or will file an application as soon as he or she is eligible to do so.
AB540 eligible students may apply for the California Dream Act with Student Financial Services. Visit www.uscis.gov for more information on the Deferred Action for Childhood Arrivals Process (DACA).
SB141: Students who are U.S. citizens and who may presently reside in a foreign country will be exempt from nonresident tuition by meeting the following requirements:
Academic Renewal allows previously recorded substandard (D,F,NC,NP) coursework taken at a campus of RCCD to be disregarded in the computation of RCCD grade point average. Conditions apply. The college may permit an overlapping schedule if certain requirements are met. The completed form should be submitted to Admissions & Records at the student's home college.

Change of Information Form
This form is for students who have received a letter from the RCCD Accounting Services Manager regarding outstanding fees and are filing an appeal. Completed forms and documentation should be mailed to the student’s home college.
COTOP Appeal Form
Students who are currently enrolled in a course, and who are seeking to re-enroll in the same course during the following term, must first get verification from the instructor that they will not currently receive a passing grade in the class they currently attend in order to register for the same course the following term. Submit completed form to Admissions & Records at the Student’s home college.
Course Grade Verification Form
Students may repeat both Non-Repeatable and Repeatable courses according to administrative policy and procedures. When course repetition occurs the permanent academic records will be annotated in such a manner that all work remains legible ensuring and true and complete academic history.
Course Repetition Form
Credit may be granted to any student who satisfactorily passes an examination approved or conducted by the discipline or program in which a comparable course is offered. In the case of foreign languages, students must complete a higher level course in order to receive credit for a lower level language course.

Eligible undergraduate students enrolled at any California community college may enroll at a CSU or UC campus without formal admission to take a maximum of one course per academic term on a space available basis for a $10 or more administrative fee. Submit completed form to RCCD Admissions & Records at your home college.
Cross Enrollment Form
For a duplicate, print out the request form and pay at the cashier window at the college. You may also mail request forms to the college with a check made payable to RCCD. Requests will be processed during the next regular order of diplomas and certificates period. It may take up to 6 months to receive a duplicate. Cost is $10.00 each.

Enrollment Verifications are used to verify enrollment status, GPA, unit load and fee/payment information. There are three ways in which you can order official enrollment verifications from Norco College: online through WebAdvisor, by mail, or in person. Processing time is approximately 2-3 days after the request is received. Your first two verifications ordered are free. After that, there is a $2.00 fee per verification.

Enrollment Verification Form
Photo IDs are issued in Admissions and Records free of charge to students who are enrolled with Norco College as their home college location. Students must show a photo ID before a college ID card can be created. Students without existing photo ID cards may present a school yearbook with their photo and name clearly printed.
Replacement ID Cards
Students may receive two free ID cards per term. Third replacement ID will require payment of $5 before ID card is printed.
Photo ID image needs to be clear! The following are prohibited when photo IDs are taken:
- Sideview or profile shots
- Hand gestures (peace sign and etc…)
Students with religious affiliations may be photographed with appropriate clothing or headwear as long as the photo captures the individual’s face.
Each student at the time of admission or readmission is classified according to his/her legal residence. Residency determination will be made as of the first day of the semester of application. Students who have been classified as a NON-RESIDENT of California for educational purposes are subject to non-resident tuition. Non-resident students pay both the $46 per unit fee and the $180 per unit non-resident tuition.
Supplemental Residency Questionnaire
Students may appeal their registration appointment if they have completed over 100 units and are intending to graduate or transfer during the following term.
If approved, the student’s new registration appointment will be for the intended term only, and subsequent appeals will not be considered at any of the three colleges at RCCD.

There are three ways in which you can order an official transcript from Norco College: online through WebAdvisor, by mail, or in person. Depending on the type of transcript being requested, processing time may take up to 7-10 days after the request is received. Your first two transcripts ordered are free. After that, there is a $5 fee per transcript. A same day, Rush Service, is $10.
